Dear Clementi

With reference to our di scussion as to the

proposals in your confidential despatch of the 25th of

April in regard to the constitution of the Legi slative

Council of Hong Kong, I enclose the draft of Addi ti onsl

Royal Instructions designed to give effect to the

arrangements agreed to. A copy of the existing

Instructions is also enclosed.

You will see that besides increasing by two

both the number of Official and Unofficial Members of

the Council the Secretary for Chinese Affairs is being

made an ex-officio member of both the Executive and

Legislative Councils as suggested in your confidential

despatch of the 6th of March, 1928.
